The Georgia Bureau of Investigation has been called after three people were shot, with two being killed, in Elbert County in late November.

The GBI issued a statement Monday, December 8, saying that it is assisting the Elbert County Sheriff’s Office in the investigation into the Nov. 29 incident that started with a report of a person shot on Bowman Highway/Ga. 17 near Pleasant Hill Road just north of Elberton.

“The victim identified the woman who shot him as Moriah Lane Mills, age 31, of Elberton,” the GBI said.

Mills reportedly fled that scene. An Elbert County Sheriff’s Office deputy who was then searching for Mills saw what looked to be a single-vehicle accident on Pulliam Road in the Dewy Rose area just north of the shooting on Bowman Highway. When he got out of his car, however, he saw Mills in a grassy area near the road, holding a handgun.

“The deputy told Mills to drop the weapon, but Mills shot herself,” the GBI said.

Mills was pronounced dead at the scene. The deputy then searched the vehicle, where he found Refugio Torres, age 62 of Elberton, who had also been shot and killed.

The bodies of Mills and Torres have been taken to the GBI Medical Examiner’s Office for autopsies, while the first shooting victim, who survived his wound, was taken to a nearby hospital for treatment.

Anyone with information on the incident is being asked to contact the GBI’s Regional Investigative Office in Athens by calling 706-552-2309, or by calling anonymously to the GBI’s tip line at 1-800-597-8477.
