Investigators with the Troup County Sheriff’s Office assigned to the Internet Crimes Against Children (ICAC) Unit have arrested a Troup County man after the completion of a lengthy ICAC investigation.
In 2025, the first of four cyber tips regarding the distribution of child sexual abuse material was received and these tips were initially reported to the National Center for Missing and Exploited Children and subsequently forwarded to the Georgia Bureau of Investigation to establish jurisdiction before being assigned to our ICAC Investigators.
Following the initial report, three additional cyber tips were received, all indicating the distribution of child sexual abuse material originating from multiple locations within Troup County along with the discovery of additional child sexual abuse material not previously reported through the cyber tips. Investigators also identified evidence indicating that Carlos Bell distributed multiple files containing child sexual abuse material via the social media application Kik.
On April 10, 2026, arrest warrants were obtained for Carlos Bell in connection with this investigation and he is charged with:
• Sexual Exploitation of Children – Possession of Child Pornography
• Sexual Exploitation of Children – Distribution of Child Pornography (Three Counts)
