Barrow County has announced the hiring of Cecily Evans as the new Animal Control Director.
The county said she will begin the role on Nov. 24. Evans currently serves as the director of the full-service drug testing laboratory for Athens-Clarke County
“Cecily’s 20 years of combined experience in animal welfare, public safety management and community engagement will be a tremendous asset to Barrow County,” Barrow County Manager Srikanth Yamala said. “In addition to genuine compassion for animals, she has the mindset and leadership skills to strengthen relationships with our community partners and volunteers.”
Evans began her career as an animal caretaker with Athens-Clarke County Animal Services while attending the University of Georgia. After graduating from UGA, she started her career as an Animal Control Officer before advancing to the role of Hospital Administrator for a high-volume veterinary practice in Nederland, Colorado.
“I am honored to return to animal control, and I am eager to work with the Barrow community and volunteers,” Evans said. “I take passion in my work and professionalism, and my empathy for animals, along with public safety, is a top priority.”
Evans earned a bachelor’s degree in anthropology from UGA. She is a POST General Instructor and Certified Field Training Officer who has designed and delivered training programs for law enforcement professionals throughout Georgia.
